Foundations of Agenda 2063 & Continental Strategic Architecture
ACT 101 is the foundational course on Agenda 2063, the African Union's 50-year continental development blueprint. It traces the agenda's Pan-African genesis, decodes the architecture of its Seven Aspirations, 20 Goals, Ten-Year Plans, and Flagship Projects, and maps the continental institutional system (AU Commission, AUDA-NEPAD, RECs, APRM) that delivers it. Participants learn to audit their own departments and institutions against Agenda 2063 and produce a strategic realignment plan. Agenda 2063 is a structured, measurable continental system linking a founding vision ("The Africa We Want") to five Ten-Year Implementation Plans, flagship projects like the AfCFTA and the Pan-African University, a Continental Results Framework, and a financing architecture. Yet most faculty, TVET leaders, and secondary leads encounter it as fragmented fragments — an aspiration here, a flagship there — without ever seeing how the pieces fit into a coherent whole. This strategic illiteracy leaves institutions unable to align their curricula, research, and operations with continental priorities, and unable to mobilise the domestic and partnership financing that rewards demonstrable alignment. The course insists on strategic architecture — how the pieces interlock — and on application, so that every participant can audit their own department against the agenda and build a realignment plan. Grounded in the CAOS-2063 standards, the course treats Agenda 2063 as a living, measurable system that educators and institutions can directly serve. Structured as three stackable 4-credit badges, it moves from genesis and architecture, through flagships and institutions, to alignment, monitoring, financing and a defended institutional audit.
ACT 101 is a 12-credit (120 guided contact hour) course for higher education faculty, TVET leaders and secondary leads who need working command of Agenda 2063 as a strategic system rather than a set of fragments. Anchored to Aspiration 1 (A Prosperous Africa Based on Inclusive Growth and Sustainable Development), with Aspiration 2 and Aspiration 7 as reinforcing anchors, and delivered through the AfCFTA flagship and its associated portfolio (SAATM, the Free Movement Protocol, the Pan-African University, PIDA and the Great Inland Sea/InGa, Silencing the Guns, the African Outer Space Programme, the Digital Transformation Strategy and the Agenda 2063 Capitals), the course addresses the developmental bottleneck of continental strategic illiteracy and the alignment deficit. Organised as three stackable 4-credit badges, it progresses from Pan-African genesis and the architecture of the Seven Aspirations, 20 Goals and Ten-Year Plans, through the flagship portfolio and continental institutional system, to alignment, monitoring and evaluation, financing, and a defended Departmental Agenda 2063 Impact Audit and Strategic Realignment Plan.

3 Modules
Badge 1 — Genesis, Vision & Continental Architecture
This opening badge establishes where Agenda 2063 came from and how it is structured. Participants trace the fifty-year arc of Pan-African institutional aspiration — from the OAU Charter and the Lagos Plan of Action through the AU Constitutive Act — and decode the agenda's founding vision and its core architecture of Seven Aspirations, 20 Goals, and the Ten-Year Implementation Plans. The badge closes with the First and Second Ten-Year Plans, giving educators a working command of the agenda's backbone.

Badge 2 — Goals, Flagships & the Development System in Motion
This badge turns architecture into motion by examining the flagship projects that carry Agenda 2063 into the real economy and the institutions that deliver them. Participants study the flagship portfolio — AfCFTA, SAATM, the Free Movement Protocol, infrastructure initiatives, the Pan-African University, the Outer Space Programme, and the Digital Transformation Strategy — and the continental institutional system (AUC, AUDA-NEPAD, RECs, APRM) that governs and coordinates delivery.

Badge 3 — Alignment, Monitoring, Financing & Institutional Realignment
The final badge moves from understanding to application. Participants learn how Agenda 2063 aligns with the SDGs and national development plans, how progress is tracked (the Continental Results Framework and AHEAI), and how the agenda is financed through domestic resource mobilisation, partnerships, and innovative mechanisms. The badge is scaffolded around the capstone: participants build a Departmental Agenda 2063 Impact Audit and a Strategic Realignment Plan, defend it in peer review, and self-audit it against the AHEAI Scorecard.
